LATIMER PARISH COUNCIL

Minutes of a meeting of Latimer Parish Council held on Monday 21st January 2013 at Ley Hill Memorial Hall at 7.15pm

Present:  K Platt (Chairman) (KP), B Perrott (Vice-Chairman) (BP), J Phillips (Vice-Chairman) (JP), M Buckman (MB), C Lee (CL), R Sanders (RS), L Sunderland (LS), R Walter (Clerk)(RW).

1.  Apologies for absence:  None. Cllr A Garth (AG) & CCllr N Brown (NB) arrived later.

2.  Public Quarter Hour:  No questions

3.  Any Change of Interests: None

4.  Minutes of 26th November 2012 meeting: Minutes agreed and signed.

5. Matters Arising Regarding the change of name to Latimer & Ley Hill Parish Council, this matter has gone to CDC Full Council with a 9 April target determination date. Minutes received from 10 Oct LAF: 2 serious accidents have occurred at Stoney Lane. Footpath alongside Memorial Hall to be repaired by end Jan.

6.3 Precept 2013-14 Council Tax support Chairman explained Council Tax support arrangements

6.4  Council Tax referenda Required if council proposes increase of 2% or more. Not applicable to parish/town council 2013/14 but could change thereafter.

6.5 Audit 2012-13 Turnover of LPC is +£10k so audit fee unavoidable

6.6 BCC Delegated Budget 2013-14 31 Jan deadline. KP to access form and pass to RS to complete ref salt bin for Milton/Sanders Cottages. (AG arrived)

6.7 St Mary Magdalene KP to make further enquiries

7.  Official Business:

7.1 Code of Conduct All Councillors to view three versions for consideration at March meeting

7.2 Localism Steering Gp/LPC meeting Postponed until 25 Jan now.

7.3 CDC/SBDC Local Strategic Services KP to respond stating LPC has no requirements to contribute. (NB arrived)

7.4 CDC Emergency Plan Deleted matter

7.5 CDC/WDC Waste Disposal New contract awarded to Serco from March 2013.  Implementation from May onwards. Wheelie bins+boxes (including plastics+tins) distributed from June. Item for N&V once details available.

7.6 Traveller accommodation LPC considered request but cannot identify a suitable site.

7.7 Latimer Green notice board KP to review Greenbarnes website

7.8 2013 LPC meetings Draft dates tabled. Amend 6 June to 13 June. Clerk to redistribute list and book Mem Hall. KP to book Latimer Hall.

8.1 Latimer Xroads KP chased end of Dec. No response. NB to follow up.

9.  Planning

9.1 CH/2012/1880/FA 26 The Ridings Noted

9.2 CH/2013/0038/FAE Home Farm, Latimer Noted

9.3 Appeal: 201-205 Botley Rd LPC has sent a submission

9.4 Appeal: Merles Mead JP to consider

9.5 Appeal: Tall Firs No objection. Clerk to action.

9.6 Advice to Parishioners JP to draft

10.Burial Ground

10.1 Gravediggers Hut Official opening likely 24 March. All to email Clerk regarding list of invitees. 2 quotes received regarding replacement fencing. TBD on 25 Jan with volunteers.

10.2 Income £50 received from Mr & Mrs M Knowles for additional memorial inscription; £420 from Mr & Mrs Evans for ashes plot purchase U112B; £280 from Mr K Richardson for full plot U140; £70 to place memorial from Creative Memorials for Mr & Mrs Fisher. Deeds for two plots duly signed.

10.3 Cooks LPC invited family to write to Full Council for consideration.

11.  Reports and correspondence

11.1 LAF 10 Oct Noted under Matters Arising

11.2 Correspondence received by Clerk Proposed dates of 13 April & 5 October for Ley Hill Litterblitz approved. Online banking letter from Lloyds passed to KP. Royal Garden Party invitation: RS proposed but already attended.

12.  AOB Streetlighting Clerk to contact Kevin Allen, BCC regarding streetlighting. LS reported that lamp outside Maybank not working again.

13.  Date of next meeting:  Wednesday 6th March 2013 at Ley Hill Memorial Hall at 7.15pm. The meeting closed at 9.50pm.
