LATIMER PARISH COUNCIL

Minutes of a meeting of Latimer Parish Council held on Monday 26th November 2012 at Ley Hill Memorial Hall at 7.15pm

Present:  K Platt (Chairman) (KP), B Perrott (Vice-Chairman) (BP), J Phillips (Vice-Chairman) (JP), R Sanders (RS), L Sunderland (LS), C Lee (CL), R Walter (Clerk)(RW). Mary Buckman (MB) was also in attendance.

1.  Apologies for absence:  Cllr A Garth (AG), CCllr N Brown (NB)

2.  Public Quarter Hour:  No questions

3.  Any Change of Interests: None

4.  Minutes of 1st October meeting: Clerk to add title ‘Vice Chairman’ after J Phillips name. Minutes agreed and signed.

5. Matters Arising Chairman asked that the meeting ended by 9.45pm and that anything outstanding would be taken at the next meeting. The frequency of meetings was discussed, and every six weeks approx was agreed. Clerk to draw up list of dates for 2013. Chairman also apologised that some urgent personal matters had prevented him from focusing on LPC business as much as he is usually able to. Clerk to chase J Swift regarding Code of Conduct, and to forward amended copy of minutes to KP to process name change. Streetlamps: Blandford and Latimer House ongoing.

6.  Finance and Official Business:

6.1  Co-option of Mary Buckman Chairman introduced Mary Buckman (MB), who agreed to become a Latimer Parish Councillor with effect from this meeting, thus filling the current vacancy. All welcomed this and MB duly signed the Declaration of Acceptance of Office.

6.4 2013-14 Precept RS proposed £10,000, seconded by BP. All agreed. Clerk to action.

6.5 Applications for funding Citizens Advice Bureau: JP proposed £250, seconded by BP. All agreed. Other applications refused.

6.6 Code of Conduct Clerk to chase Joanna Swift, CDC

6.7 Localism Steering Group JP briefed all on outcomes of consultation. 160 responses received out of 500. BALC has advised that LPC can establish a steering committee as a ‘working group’, and use the LPC bank account to fund determined projects. Determined that Clerk calls meeting of LPC/Steering Group (poss Fri 18 Jan 4.30pm). The Chairman wished to record the very grateful thanks of LPC to all members of this group for their hard work and efforts in mounting this consultation.

6.8 Ley Hill Xmas Tree Now lit (N Lamond used lights in Hall loft, some still with RS)

6.9 CDC/SBDC Local Strategic Partnership/shared services Deferred to next meeting when NB/AG in attendance.

6.10 CDC Emergency Plan As above

6.11 Parish Online JP to investigate and possibly sign up for free 30 day trial from 1.1.13 so LPC can assess on 21 Jan

7.  Highways/Footpaths

7.1 Latimer Xroad KP briefed all on serious accident in October. Meeting held there on 19 Nov with Chenies PC/BCC/KP in attendance. Contractor due soon.

7.2 Flaunden Bottom flooding New tank has alleviated problem at Home Farm.  Now problem at Latimer bridge. Gully on LHS unblocked, but pipe from it into field still needs to be sluiced.

9.  Burial Ground

9.1 Storage hut Agreed surrounding fence needs repair before Spring 2013 opening. Clerk at attain two quotes. KP to contact Rev S Liyanage.

9.2 Mrs Evans KP received letter requesting permission to purchase single plot.  Proposed by RS, seconded by CL; all agreed that permission be granted on this occasion only.

9.3 Two cheques £70 received from Mrs M Knowles for interment of Mrs M Smith’s ashes; £420 from Mrs V Fox for purchase of common grave, interment of ashes & flatstone memorial

10.  Reports and correspondence

10.1 LAF 10 Oct Unknown as KP unable to attend & minutes not received yet.

10.2 Correspondence received by Clerk Appeals from Open Spaces Society & Sue Ryder declined; Dial-a-Ride proposed by RS, seconded by JP that £200 be granted (as at last time 4 10 10)

11.  AOB

11.1 Ley Hill Litterblitz 13 Oct 14 local volunteers + school children turned up

11.2 Footpath alongside Memorial Hall KP to chase. Clerk to ask Hall to trim hedge.

11.3 Streetlighting Light outside Blandford, Jasons Hill still out. Clerk to contact Kevin Allen, BCC regarding streetlighting.

12.  Date of next meeting:  Monday 21st January 2013 at Ley Hill Memorial Hall at 7.15pm. The meeting closed at 9.35pm.
