 Minutes of a meeting of Latimer Parish Council held on Wednesday 6th March 2013 at Ley Hill Memorial Hall at 7.15pm

 Present:  B Perrott (Vice-Chairman) (BP), J Phillips (Vice-Chairman) (JP), M Buckman (MB), R Sanders (RS), L Sunderland (LS), R Walter (Clerk)(RW). This meeting was chaired by Barbara Perrott.

 1.  Apologies for absence:  K Platt (Chairman) (KP), C Lee (CL), & Cllr A Garth (AG). CCllr N Brown (NB) arrived later.

4.  Minutes of 21st January 2013 meeting: Minutes agreed and signed.

5. Matters Arising Regarding the Parish precept rise (+0.5% although LPC had not requested any rise), the Clerk explained the response, which should be given to any query from a parishioner (contained within the notes distributed to all on 5 March),

7.  Official Business:

7.1 Code of Conduct Agreed to adopt CDC version. Proposed by BP, seconded

by RS. All agreed. Clerk to distribute electronically by 15 April.

7.2 Localism Steering Group JP updated all. Meeting took place 25 Jan. All LPC

Councillors are automatically members. Next meeting 15 March. Thanks were

expressed to JP for all her hard work.

7.3 Annual Council Meeting 15 April 6.45pm Clerk to update SO and Financial Regs

7.4 Annual Parish Meeting 22 April 7.30pm To cover Ley Hill and Latimer. Jon

Dickens unable to attend. NB + AG will be present. David Stowe and TVP uncertain

7.5 LPC Website Meeting at Golf Club 27 March 7.30pm

8.  Highways/Footpaths

8.1 Speeding issues + Speed Awareness Day 18 March JP updated all.

Question put to meeting by Joe Walsh asking what progress has been made.

  • NL requesting research on speeding in Botley Rd to ascertain exactly how big an issue this is
  • Speed Awareness Day 18 March outside school. MB tracking down some evidence from current research about what works best
  • Update in N&V this month

8.2 Salt bins (policy for Winter 13/14) JD has refused salt bin sitting outside Hall. AG may access one through CDC. Salt bins permitted in BHL and Grooms Cottages. Clerk to notify Hall committee.

8.3 Diesel theft From Jasons Hill Farm and Beechwood Stables. Noted.

BP, agreed by all, to accept quote from P Evans. Clerk to consult him re timescale

and then notify all Councillors.

10.2 Gravediggers Hut Opening dependent upon fencing repairs now

10.3 Memorial permission For Lilian Louise Taylor 1906-1982 granted

11.  Reports and correspondence

11.1 LAF 23 Jan + Police Rural Forum 26 Feb NB arrived and briefed all.
